In 1653, the royal navy recognized the value of seamen who had at least two years of sea service and were “able to hand, reef, and steer” by giving them special status and 25 percent higher pay. the shorter title “ab” is widely believed to be an abbreviation of “able-bodied,” but in actuality is the first two letters of “able.” the usn originally applied the same criteria to the appointment of abs, but no longer awards the rating which is still used in the british merchant navy, the united states merchant marine, and the royal navy (where an able seaman ranks above ordinary seaman and below leading seaman and is thus the second lowest rate). formerly, a ship’s master had absolute discretion to rate or disrate abs irrespective of ability, but nowadays a candidate needs to be certificated. in 1838, the united states coast guard introduced a program to ensure that each american mariner had the “experience, training, physical ability, and character to serve safely and competently aboard vessels.” this evolved until there are now one international and three domestic credentials issued by the uscg, including the certification of ab’s as meeting the requirements of the international convention on standards of training, certification, and watchkeeping for seafarers, which is followed by most of the world’s merchant shipping. certificated abs in the british a- 16 merchant navy and united states merchant marine are the mainstays of a modern merchantman’s deck crew. to qualify, a person must have at least three years of relevant sea service, plus: the ability to splice wire or fiber line, to work aloft and over the side of the ship, to operate the deck machinery such as windlass or winches, to paint and mix paint, to know the principles of cargo stowage, to be a good wheelsman and competent lookout, to overhaul and install any running or standing rigging on the ship, and be able to sew, repair and mend canvas. an ab must also be competent to handle a lifeboat under oars or sail, know its safety equipment, and be capable of assuming the duties of coxswain in charge. in contrast to these stringent merchant requirements— and reflecting the 21st century relaxation of long-established standards—the royal navy now gives recruits the ab rating as soon as they have completed basic training.
